Definitions and methodology

METHODOLOGICAL APPROACH

The approach combines two points of view:
-  a perception of total production based on data from Assédic covering all employing establishments. This approach enables all production activity to be quantified, including that of small-scale businesses.
-  the analysis of data from the industrial sector properly speaking based in particular on information from the EAE (Annual company survey) provided by SESSI. The Building and Public Works sector has been a particular focus; it is not an industrial sector within the strict meaning of the term, but it has a multiplicity of connections with industry.

INSEE
ASSÉDIC - ASSÉDIC EMPLOYMENT DATA
Each year, Assédic and Unedic statistics provide numbers of salaried staff at the end of the year employed by establishments affiliated to them under the unemployment insurance regime. Almost all private sector industrial and commercial establishments with salaried employees are covered in this way.

DADS - STRUCTURE OF EMPLOYMENT
Each year, employing establishments supply the tax and social security administrations with information on their salaried employees. These annual declarations of tax and social security data (DADS) contain details of the civil status and professional category of each employee, as well as their periods of employment and remuneration. Full time employees, whether present or not for the whole year, are listed. This field in the DADS declaration covers about 80% of salaried jobs.

FICUS - ECONOMIC AND FINANCIAL DATA
FICUS includes all companies subject to tax on industrial and commercial profits, and on non-commercial profits, excluding micro-companies and excluding companies subject to tax on agricultural profits and farms subject to BIC.

SESSI - THE ANNUAL COMPANY SURVEY (EAE)
This constitutes the main source of information concerning structures producing goods and services. It covers all the industrial and energy sectors with the exception of armaments and recycling. All companies with 20 or more employees are questioned exhaustively.


DEFINITIONS

SALARIED JOB: by salaried employees should be understood anyone who works, under the terms of a contract, for another body in exchange for a salary or equivalent remuneration. Non-salaried employees are people who work but who are remunerated in some other way than by receiving a salary.

EMPLOYING ESTABLISHMENTS: establishment employing at least 1 salaried employee.

INDUSTRIAL EMPLOYING ESTABLISHMENTS: establishments belonging to industrial companies employing 20 people and over.

RATE OF WORKERS’ SKILL LEVELS: skilled workers/(skilled workers + unskilled workers).

RATE OF TECHNICAL SUPERVISION: (engineers + technical management + technicians)/engineers + technical management + technicians + skilled workers + unskilled workers).

RATE OF SUPERVISION: management/(management + non management). GROSS HOURLY SALARY (in euros): the gross salary corresponds to all the sums received by the salaried employee under a contract of employment, before any deduction of compulsory contributions. It includes profit sharing. It does not include employer’s compulsory contributions.

RATE OF PARTICIPATION IN PROFESSIONAL TRAINING (information by sector): the rate of participation is set to 1.50% of payroll costs paid by the company during the reference year up to 2003. It rose from 1.5% to 1.6% in 2004 (source of data: Regional monitoring service DRTEFP Limousin).

INDUSTRIAL SPECIALIZATION - TERRITORIAL LISTS: graphical representation of the weight of each industrial sector in relation to the total number of salaried employees in all the industrial sectors in the employment zone. A comparison curve for Limousin as a whole is superimposed on this graph.

UNIT OF CONSUMPTION: a weighting system allocating a coefficient to each member of a household permitting comparison of the standard of living of households of different sizes or composition. With this weighting, the number of persons is equated to a number of units of consumption. The current scale that is most commonly used (the OECD scale) uses the following weighting: 1 UC for the first adult in the household, 0.5 UC for the other members 14 years and over, 0.3 UC for children under 14 years.

EMPLOYMENT ZONE: an employment zone is a geographical area within which most of the active population lives and works. Carried out jointly by INSEE and the statistical department of the Ministry of Employment, division into employment zones constitutes a territorial division suited to local studies concerning employment and its environment. In Limousin, the zones of employment coincide with the “arrondissements” or administrative zones.

SECTOR LISTS
Ascending classification of staff of the establishment or establishments of the company belonging to the sector concerned.

TERRITORIAL LISTS
Ascending classification of establishments as compared with the staff of the establishment present in the employment zone concerned.


ECONOMIC AND FINANCIAL RATIOS (FICUS)

RATE OF EXPORT: export turnover/total turnover.

RATE OF ADDED VALUE: added value/turnover.

STAFF COSTS/ADDED VALUE: (salaries and wages + social costs)/added value.

EBDIT: Earnings before Depreciation, Interest and Tax.

OVERALL PROFITABILITY: (gross operating profit + investment income from shareholdings + investment income from other securities)/ net assets.

RATE OF INVESTMENT: investment (physical excluding contributions)/added value.

RATE OF INDEBTEDNESS: financial debts/total liabilities.

CAPITAL INTENSITY: assets (tangible and non-tangible)/staff employed.
